ForewordThe Center for Conservation Science of the Tokyo NationalResearch Institute for Cultural Properties is presently involved inthe research of preservation and restoration of diverse tangiblecultural properties. Particularly since 2001, when the institutewas re-established as an independent administrative institution,the project“Research on Conservation and Restoration of ModernCultural Heritage Properties”was started as a fundamental studyfor protection of modern cultural properties from a multitude offields that appeared after the dawn of the Meiji era. Each year,a major theme was designated and seminars were held invitingspecialists from Japan and abroad, with the aim of exchange ofknowledge for deepening our studies as well as dissemination ofthe acquired information.During these years, the name of the section in charge waschanged from Technical Application Section to Modern CulturalHeritage Section and the organization has been developedaccordingly. This was intended to clarify the institute’s focus onpreservation and restoration of modern cultural properties tothose within the institute as well as to those outside.The topics we have focused on regarding protection of moderncultural properties include vessels, aircraft, large-scale structures,steel structures, and concrete structures. Aside from theprotection of structures which is our main theme, we have alsodealt with media for recording audio and video such as records,film, and audio tape. Various issues related to preservation andrestoration of works employing such materials as oil paint,Western paper, and modern textile have been focused on.Research on each of these topics has been edited and publishedas a series of reports.original purposes. Therefore, in 2015, a seminar focusing on thetheme of principles for preservation and restoration was held toderive a conclusion at this time in the process, from the researchthat had been undertaken over the years. This was published asa report titled“Principles for Conservation and Restoration ofModern Cultural Heritage Properties.”Nevertheless, it cannot bedenied that research of modern cultural heritage properties hasonly just been begun.From fiscal year 2016, as the fourth mid-term (a five yearperiod from 2016-2020) in the schedule planned by the institutewas about to begin, the Modern Cultural Heritage Section hasput together this report, to further promote the deepening of ourresearch into a wider field, again focusing on brick structures,which as a result of their comparatively successive culturalproperties designation have been restored and much experiencehas been gained over the years. This publication includes paperswritten by leading practitioners and scholars on significantmatters regarding preservation of brick structures, introductionof cases of structural reinforcement and analysis for hazardmitigation when adaptive use of these structures are planned, aswell as case studies of structural reinforcement executed mainlyon brick structures in Italy, an earthquake-prone country similarto Japan, together with documents on the theme of preservationand restoration of brick structures which the institute haspreviously headed surveys on.I would like to thank all of those who took part in this researchand seminar and hope that full use of this report would be madein the actual practices of preservation and restoration of brickmasonry structures.The basic priciples for protection of modern cultural propertieswere once established in a report titled“Preservation andAdaptive Use of Modern Cultural Heritage”publicated by theJapan’s Agency for Cultural Affairs in 1996. However, it has beentwenty years since then and presently, it is not only preservationof cultural heritage properties as monuments that is soughtafter, but also broader views for diverse preservation methodsaccording to the characteristics of each individual heritageproperty. Some are required to continue operating as workingfacilities maintaining their functions and some will need to beexpanded for additional uses. On the other hand, they may gothrough a change of use or will need to be revived for theirOur institute intends to proceed with studies on theory andmethods for protection of modern cultural properties throughinvolvement in actual cases of restoration.
