54S p e c i a l i s t E d u c a t i o n a n d R e f i n i n gPreservation PrinciplesAs has been discussed, specialists involvedin surveys, design, and supervision in therestoration of nationally designated ImportantCultural Properties, as they encounterrestoration of modern architecture and modernheritage properties, are starting to require thecooperation of specialists from various fields inhandling subjects they are not accustomed to.There are other types of designation in culturalproperties including nationally RegisteredTangible Cultural Properties, cultural propertiesdesignated by local governments, historicbuildings in Important Preservation Districtsfor Groups of Traditional Buildings, in whichthere are an increasing number of structuresthat are available to be restored for new uses orfor continued use as residences. With Important Cultural properties, thereis already an established system for educatingspecialists for architectural restoration (Figure7), but the total number of Important CulturalProperties is only a small portion of the entiregroup of cultural property structures that awaitrestoration. For architects to handle theseother types of structures, education has onlyjust begun. Therefore, the major issue we musttackle is to establish a system in which theentire field of restoration of historic structurescan be enhanced, including Important CulturalProperties, as well as other categories of historicbuildings. For achieving this goal, the devotionof those involved in order establish realisticpreservation principles as mentioned earlier insection 2 is a requisite.carpentry / kiku carpentrysystemJapanese cypress (hiwada) andshingle roofinggathering hiwada / thatchroofingroof tiles / tile roofingplasterwork / ancient Kyo-kabewalljoineryfoundrytatami mat productionJapanese leather paperslate roofingJapanese architectural paintworkTraining programfor senior chiefconservatorThe issue here lies in howwe are able to integrate thevarious fields involved inarchitectural restorationexecutive chiefconservators mid-level beginnerNational Treasures,Middle age buildings,large-scale buildingsof more than 300sq.m in floor areaOther ImportantCulturalPropertiesNational qualification(Agency for Cultural Affairs)Hosted by The Japanese Associationfor Conservation of ArchitecturalMonuments with funding from theAgency for Cultural Affairs (ACA)specialist group training program forcultural property architectural conservatorsHosted by of Society of Architects andBuilding Engineers of each prefecturewith funding from ACA and otherstraining program for architects andspecialists in locally designatedcultural propertiesselection by Agency for Cultural Affairsand provision of subsidiesrestoration of Important Cultural Propertiesspecialistsskilled craftsmenand contractors600 hours6 0 hours for approval1 2 0 hours for approvalHow should we approach restoration of modernand contemporary architecture/ heritageproperties of the Modernization period?Training and Education Systems for Architectural Restoration Specialists in Japanassistantto chiefconservatorNationallyRegistered CulturalPropertiesImportant PreservationDistricts for Groups ofTraditional BuildingsCultural PropertiesDesignated byLocal GovernmentsSelected ConservationTechniques[individuals]Selected ConservationTechniques[organizations]building restorationcarpentryJapanese cypress andshingle roofingthatch roofingarchitectural paintworkJapanese architecturalpaintworktile roofingplasterworkjoinerytatami mat productionlocal organizationsex. local architects local craftsmen architects + craftsmen architects + craftsmen+ local governmentofficials funding from local governmentsFigure 7 Training and Education Systems for Architectural Restoration Specialists in JapanTraining programfor junior chiefconservator
